Hi i'm wondering if this is a workable idea, so in the configs of CodeChickenCore. There are some options with chunkloading to only work while the player is online. Would this still cause a terrible amount of lag for a server with 3 gb's of RAM and a max player slots at 10?

Better yep just ban idiots that spam them. I have no rock solid limit on loaders and if the server were to comes to a crawl then time to track down the abuser of them. Have a factory that is eating 50 chunks? Build up and down rather than long and wide! Speeding up machines could work Only if you can actually save cubic meters at producing fuel and burning it for those Overclocked machines. Also use advanced producers than primitive ones (from conventional water pumps and cobble gens to Extruders and AAs)

i banned them from placing with essentials protect, there are better possibilities like ender thermal pump for lava or just a simple quarry which only takes a few blocks loaded and not the whole chunk. try the command /chunkloaders to track them down

We did a bunch of testing on our 1.5.2 server with this. The conclusion we came to is get people to make smaller networks to reduce lag.

Unloading chunks an be a good thing if the user doesn't play a lot or isn't a big builder. But If you have big complex builder log into an unloaded chunk you can grind he entire server to a craw while his stuff loads in. It's better in that case to just keep it loaded all the time than take the hit when they log in.
