Chunkloading after server restart

Details of the issue:
when I chunkload a dimention and place a ender quarry in there it keeps going when I leave, obviously but when the server restarts it doesn't start automaticly, I have tried the steve's cart chunkloading and FTB utilities chunkloading, This does not occour in the overworld, nether or end.​
