Problem Chunk Resetting

ok so i run a ftb ultimate pack server i was on dw20 and everything ran fine now on the ultimate pack we have a member running chunkloading turtles for mining and farming and the server is set to restart every 12 hours to keep it running good before it restarts it does a save-all then restarts like normal but when it loads back up the chunk the turtle was in resets as if nothing was there before and the turtle is lost he ran the same program on the dw20 server and we had no issue like this on there anyone have any idea what might be happening
