Chunk Loading bugs (related to both ChickenChunks and Railcraft)

Ok. I don't know WHAT is going on here, but I've been having issues with chunk loaders. And I think the issue is directed to the Railcraft World Anchor. It doesn't seem to do what it claims (and I think it's the fact I disabled its requirement for Ender Pearls in the config), especially when I'm in another dimension (like the Nether).

I had a ChickenChunks loader there before. The loader is for my base. It worked flawlessly, but that was back in 1.3.1 of the direwolf20 pack. I haven't played for several months, and here I am on the 1.10.0 pack, and I'm having issues.
The ChickenChunks loader doesn't keep my base powered after I quit and reload (using EnderIO for power and machines). It seems to be some sort of a block updating thing, where the chunks unload, and stay unloaded until I break some blocks over the dynamos I have set to power the base, and then it works.

Was told to either go with the Minefactory Reloaded Chunk Loader, or the Railcraft World Anchor. I went with the anchor, and like I said I disabled the need for Ender Pearls to power it. It does re-load the chunks and blocks and keeps my base powered, yet when in a dimension, it doesn't until I go back, and then it does.

I don't know if this is an issue with my world, or an issue with the pack. But I would like these issues fixed ASAP.
I have checked the World Anchor, and where I need it is well within its loading radius. So there should not be a problem, yet there is.

In SP if you exit and come back in all the chunks will be unloaded at first. To my knowledge many chunk loaders only work by first being loaded themselves. Across Dimensions is also something I have seen and may either be intentional or the way the loader is checking if the player is ingame (i.e in the overworld.) If these seem like bugs, then you should be reporting them to the mod authors on their Githubs.
