Details of the issue:
60 FPS but I still have choppy game play, I have a Ge-force GTX 970 and 16 GB of ram. I do not know what is causing this.​
 
Well, try allocating less than 12.5gb of RAM to Java...

4-5gb should be more than enough and going higher will cause issues instead of helping.
