(Avoiding your question since I don't know the answer) Who says you have to start your quarry at surface level? I typically start mine around 25ish, which gives you more 'good stuff' and avoids big ugly holes on the surface.
If it is the beta pack then tin and copper are spread evening between level 1 to 70 so it is best to run a quarry close to the surface. Other wise you will hardly get any of those ores which is a item that a lot of people complain about.
