I *think* I satisfied the requirements.

1) Has 16+ source blocks of water above it

2) Surrounded on three sides by water

3) 512nm of torque (2x microturbines-->16x gearbox in torque mode)

4) Below y=45

but yet no heavy water... what did I miss?

This is a custom modpack using FTB Utilities, no Thermos, Bukkit, Cauldron, etc..

The most recent Github log on this I could find is almost a year old, but the problem certainly remains. I'm going to bring it up, since Reika is under the impression that there is no issue.

You HAVE to place the Extractor within Y-lvl 45-47 for it to function. If you are below that, it will not work. I literally just got done testing this. You have all the correct requirements met, you simply need to move it UP, and make sure the "16 blocks of water above it" still applies. I can 100% promise this solves the issue. I hope this post doesn't find you too late, as it's some weeks old, or that you've already solved it yourself. If not, this is the cause!

I did end up moving it upwards, then it worked. Mine is running now at y=37
