Summary of the problem capacitors 25 000 000 rf only fill to 96 000 000 rf (multiblock)

Pack Version 3.0.6

What is the bug? ive been testing how much power my generator wil make in say a hour so I made a giant capacitor bank that can store a few billion but it only goes up to about 96 million then stops accepting power at all ... I have checked that they can store more and if needed I can provide screenshots

I'm on 3.0.6 version and have a 450,000,000 multiblock and it fills up all the way. Not sure what it could be, does it persist even after a reboot? You don't have input and output to two items like powercells or dimensional transceivers that the input and output are cancelling out filling up?
