As a note: when you can't give more memory to your launcher, it's usually due to the wrong Java
A complete reinstall of all MC related programs usually does the trick!

My suggestion would be to check your "Programs and Features" in your Control Panel to triple check which versions of Java you have installed. It's incredibly easy to accidentally install 32-bit Java (unfortunately), and it immediately takes precedent over 64-bit. =(
