Can't Treetap Booze Barrels?

I'm trying to treetap booze barrels that all have plenty of hops water and wheat in them, but I can't treetap them. They have been sitting, but from what I remember they don't have to sit to be treetap'd, so I'm not sure what the problem is, any idea what to do?
