can't move server

Details of the issue:
I am having issues transferring a server from one computer to another. I have copied all the files (just the server folder's contents, minus the backups) from my laptop which currently hosts the server to my desktop which I want to host the server. However, after transfering (and I've tried this several times so I know its not as simple as some files missing), the server does not start on my desktop. I don't have FTB installed on this computer but I don't believe its necessary. Are there any other loose files I need to move the server?​
