Title Can't launch most modpacks (or ftb launcher/Twitch jar launcher using 64 bit, details below)

Details of the issue OS: Windows 10
Log description: Ran using the native launcher of twitch, since cannot get 64 bit java to work for jar launcher or ftb launcher. Log comes from clean install of SkyFactory 3, 3.0.15, first time launch.
Description:
Cannot load any packs with RFTools, as well as others (removing RFTools, and the two others with it allow me to play skyfactory, but is not desirable as this is also affecting everything else, and only a temporary fix). But this is most likely a java issue, since I am unable to launch the ftb launcher using 64 bit java. When I try, nothing happens. No processes, no warnings, etc. If I remove 64 bit java, it complains about not having it. This issue persists when trying to use the jar launcher in Twitch, set to 64 bit java. I can launch with 32 bit on both the launchers, but obviously is not a solution either due to 32 bit memory restrictions. I even tried launching from cmd to no avail. I have everything in environmental variables also set to point to the correct Java version. I have tried with java 8u25, 8u45, 8u171, and 8u172. I made sure to witch hunt any remaining traces of each install before doing the next, alongside also doing the basic program uninstall in control panel. To test my theory of having something wrong with Java, I launched a vm of Ubuntu 18.04, and installed whatever the latest java 8 was. I was then able to grab the ftb linux launcher and run it through command line, and launched into sky factory no problem. This is also not a solution since I cannot harness my graphics hardware in a vm, and seeing as I run a server with some friends, cuts back on my available RAM as I already spread it thin in windows. Any help on this would be appreciated. I tried some other things, but if they get mentioned, I will still try them again.
Other than doing a dual boot (which I don't want to have to do, since a vm suits my needs fine when I need it), the only other solution is to convert windows to factory defaults (again, don't want to have to do).
