If you re-downloaded Java how come the version is so old? Please follow this guide carefully for the recommended setup of the launcher. After following the guide if you are still experiencing problems please post a console log in debug mode to pastebin.com and link to it here. Just click on the button that says 'Post my log to pastebin.com' Once pressed it will give you a url at the bottom of the log that is the one you need to paste here. If you need help with the logs check here.

1. Pastebin poster doesn't works, for a reason, just copy+paste the log to pastebin.com manually.
2. java.io.IOException: means either the FTB server don't work (they do, just checked), either your Internet isn't working, either your PC won't allow FTB to download.
If you have some Antivirus, and especially some Firewall (such as Windows Firewall) do try to disable them for a second then turn them back on.
Try this Microsoft article(although it's for Windows Vista/7/8): http://windows.microsoft.com/en-us/windows7/allow-a-program-to-communicate-through-windows-firewall

Well, the truth is if you don't really known what a port is, you could just do it the simple way:
Just disable McAfee while you install FTB. Once FTB downloaded you can just turn it back on.

About what port to allow, I am not sure... it depends, sometime it's random... there are thousands of ports that the launcher could use, but what I know is port 443 is used for login.
A port is the gate your program will use to access the Internet; it could use any number from 1 to 65535...
Or you could allow java.exe acces to all the ports, possibly by typing "1-65535", but I don't use McAfee so I don't know.
