Can't get steam in Industrial Steam Engines. Period.

Like the title says I just can't get it in. I tried liquiducts with and without redstone signal, the steam was in the pipes it's just not going into the engines.

I tried the waterproof pipes from railcraft, every possible pipe in that regard, not going in the engines.

Am I doing this wrong or is my game glitching? Like there's absolutely 0 steam going into the engines at all.

Ehm, none that I can think of, probably because the engines wouldn't work properly if not implemented in this way though.

Well then the wiki didn't say that. But that did the trick. Any reason on WHY the engine needs to be on?

If you mean "Why does in need a redstone signal?", then it's because it follows the design concepts of standard BuildCraft engines, which are "Off until told otherwise", as opposed to Thermal Expansion's configurable setups.

If you're asking why the engine needs to be on for the steam to enter, then it's just because Covert decided that it would be so. His mod, his rules.

They're confusing rules, but in this case they're consistent. Especially in the context of buildcraft pipes.

The thing is, generally the rule doesn't make sense to apply here. Steam is not something that makes sense to horde and is never produced in small quantities unless it's about to fail.

Yeah, they function weird like that. They will not accept liquids unless activated, which I find to be weird.

For my gate programming, I actually had to set the redstone signal part first, then as I was clicking through the options to "has liquid in tank" it hit one that was valid and activated the redstone signal for a very short period of time, turned on the engine to allow steam in and when finally I hit the "has liquid in tank" option, it had liquid in the tank.

Small little quirks that change your build order. It's not a super big deal. It would make more sense for that to happen with engines that require more energy dense fuel, as to prevent waste should you need to make any adjustments pertaining to the position of the engine, but you had already attached the fuel like. (Biofuel, etc.)
