Cant get headcrumbs to work on ftb infinty server

Title Cant get headcrumbs to work on ftb infinty server

Modpack FTB Infinity Evolved

Modpack version 1.7.10

Have you modified the pack?

Details of the issue I cant get headcrumbs to work on the server, i can go in creative and see them but the mobs don't drop them.
