Can't find modpacks, Modpacks.xml broken​

V 1.4.7 Build: 10407​

Details of the issue:

Every time i try to install / launch the launcher it doesn't download any of the mod packs, It says it can't find them and that there is a error with the .XML file.

I have tried:
- Reinstalling / Redownloading
- Changing the download location
- Turning off the firewall
- Updating Java
- Running as an admin

Does anyone know how to fix this?​

Thank you! There was a second protection in my Anti virus that was still blocking it when i turned the first one off.
