Well the title really says it all but I run the server program and I can't edit my IP or anything like that and I tried DW20 and Mindcrack and none of them work...
you cannot change your global IP. That is given to you by your ISP.
Your local IP (in front of your router only for local network connections) can be changed in your operating setting network settings
