Can't connect to server: connection timed out

I have a server on my pc, when I run it my friend cannot connect. I checked on yougetsignal.com and the 25565 port looks closed. The problem is I set a static ip, made exceptions in the firewall adv settings (firewall is disabled anyway), and port forwarded on my netgear router.
I dont understand what is wrong
