Problem Can't change world type? [DW20 1.18]

I wanted to make a superflat map to mess around with some ideas, but for some reason, no matter what settings I change, the world always generates the same way.

I can disable structures and start with a bonus chest, but it doesn't matter if it's flat, single biome, large biomes, etc. it doesn't seem to affect anything.

I also tried to import a world into the saves file of the instance, but that doesn't seem to work either.
