Cannot run server with extra ram

Hello, I've been hosting Minecraft servers since beta, and have been able to run with extra ram the entire time, but recently whenever I try and run any minecraft server (FTB is what I'm currently using) something rather odd happens. The command prompt opens and then closes a fraction of a second later, upon adding a pause I found that it gives me the error:

Error: Unable to access jarfile ftbserver.jar

I've tried EVERYTHING. I've made sure the path is correct, It isn't named .jar twice, I've tried putting the directory in the file, re-installed java (64-bit) and even tried re-installing the .exe extention, I've tried literally everything I can think of PLUS everything that google has given me.

PLEASE help me I have nowhere else to go ;__;

P.S. This is the command I'm running :

java -Xms4000M -Xmx4000M -jar ftbserver.jar nogui
Pause

(Yes I have enough ram)

First off, try this startup file: https://dl.dropboxusercontent.com/u/107143465/Start.bat
If that fails to work I would suggest changing the server jar name to minecraft_server.jar and editing the startup script accordingly.

Thanks for the response, but it's still coming up with

Error: Unable to access minecraft_server.jar

What OS are you running? Might be an issue with folder permissions.

I'm running Windows 7 64-bit, well I haven't really changed anything and it was working a few months ago, it just stopped working altogether and even the old server starts that used to work, now wont work.
