Operating System and bit type: Win7 64-bit
Java version/update and bit type: Java 7 U45
Launcher version: 1.3.x
Console log, pastebin.com link:
Description of the Issue:
When you disable a mod within the launcher's Edit Mod Pack, then launch the mod pack, the launcher will re-download the disabled mod and re-enables it. Then when you quit Minecraft and go back to Edit Mod Pack, the mod will be on both the Enabled list and on the Disabled list.

Its like the launcher checks the mod pack for updated/missing mods, it sees the mod is missing but doesnt check if its disabled.

Just tried and it works ok for direwolf20 pack. I removed the mffs mod then it said there was an update and initially i said no and it loaded and no mffs was there. Then i tried again and said yes then it updated and after that I disabled the mod again and it is now it is working ok and no mffs mod.

One thing you could try is adding .disabled to the end of the mod you are trying to disable. Go into the mods folder within the modpack you are using.

Files are being disabled initially, there are files with .disabled at the end. The problem is the launcher will re-download the file at launch. There will now be 2 files. <mod>.zip and <mod>.zip.disabled
I cannot disable again since there is already a <mod>.zip.disabled file.
I have to delete the mod from the mod folder as the game loads to make sure the mod doesn't load.

I think i might have a quick fix for you, as i was having this problem as well.

I'm Currently playing around with the Horizons pack and I've watched the mods folder as it happened.

Here is what i had to do to get it to stop unpacking files:
  1. Turn off the Launcher
  2. Navigate to the modpacks mod folder and delete the extra zip files.
  3. Launch the Launcher and Launch the modpack as normal
I double checked and it didn't unpack the mods back into the folder.

Make sure you are on recommended for the mod pack version not a specific one.
