Camera snapping to looking straight down

Title Camera snapping to looking straight down

Details of the issue whenever i move my mouse, the camera keeps snapping back to looking straight down. the mouse is fine when i go into my inventory or the escape menu. i have tried uninstalling and reinstalling java and restarting my computer.
