So, I made 2 boilers, they've made 4.7million steam in a tank, Im then pumping that steam into steam engines that power redstone energy cells. Here's the problem, the redstone energy conduits don't link to mass fabricators, I'm doing something wrong again..

Mass Fabricators take IndustrialCraft2 Energy Units (EUs) to function. Steam Engines/Redstone Energy Cells operate on Buildcraft Minecraft Joules (MJs). Unless you're running PowerConverters, the twain don't meet very well. However, you can set up a steam turbine from your boilers to produce EUs instead of MJs.

I do have a steam turbine but no idea how to use it.

If you're heart-set on using MJ to EU, you could hook up a Magma Crucible and use pipes to route the lava to a Geothermal Generator, though obviously that would require tons and tons of cobblestone and/or Netherrack.

Build a 2 high x 3 width structure with them.

Put in Turbine Rotor

supply 6 liquiduct connections for max output.

run glass fiber cables

???

profit!

The steam is going to the steam turbine and the turbine rotor is in there but it's not outputting anything at all, it's not connected straight to a boiler or a tank

Try to keep your load low if possible, else the turbine rotor will degrade over time. The higher the load, the faster the degradation.

Last time I was using one I had a pair of them running at 15% each and after weeks of 24/7 use there was no blade degradation.

Other option is to charge MPS armor in energetic infuser and discharge it in MFSU, this can be fully automated with BC. However I don't recommend doing it if you aren't using latest development version of MPS, because energy exchange rates are a bit off due to fixed bug.
