Windows .exe Broken graphics from multiple mods

FTB Launcher version: Newest Launcher
Minecraft Version: FTB Unleashed 1.1.6 (all mods enabled)
Java version: 1.7.0_25

Detailed description of the issue / how can the issue be recreated:

Basically, different overlays/graphics from assorted mods do not properly work for me. The items in question are:
Builder's Wand Block frame (ExtraUtils)
NEI Mob spawn and chunk boundary overlays
Vanilla item frames
Microblock's ghost preview

It isn't that the item doesn't work completely, but instead, at certain coordinates*, they shake back and forth rapidly making them near impossible to use. Or in the case of NEI's overlays, they appear non-existant at times or not where they should be.
*Increasing distance from 0,0 causes more dramatic effects, starts becoming visible after 100,000 blocks and by 1,000,000 it becomes highly erratic.

Attempted solutions:
The only thing that has worked to fix this for myself and other players around me is to just up and move to a completely different area. As I have already built most of my base, it would be a large inconvenience to move.
Optifine: This problem affects players with and without optifine, and I have changed every single setting available to its polar opposite and back multiple times to see if any would affect it to no avail.

This problem occurs in SMP and SSP both.

Error logs: No error logs.

I know that modular power suits would affect the chunk lines from NEI. To fix that you had to disable shaders in the config for mps.

Looking in the config for mps, if you mean this: " B:"Use Pixel/Vertex Shaders"=false" then it was already disabled. Anything else I could try? :/
