Broken Alarms in IC2?

Quite Simply, I'm making or beginning to make a 10 reactor power plant for my base i build on a server for youtube and enjoyment.... and yet the howler and industrial alarms seem broken? i cant get them to play sounds and i want them for an alert system

Are sounds enabled in the config? I know there's a thing for machine sounds but it might also apply to the howler. I'd check and make sure.
