Problem Brand new infinity server lag

I'm pretty stumped with this problem. For some reason, on my friend's brand new computer where we have 8 ram dedicated just to the server, it lags horribly right off the bat. But, when we tried to test it with a direwolf20 server, no lag at all. What could it be in the infinity pack specifically that causes lag right off the bat?

Probably wayyy to much ram to the server.
 
Really Depends on what CPU he got and what more his using while your hosting that server alos start off with 4gb, next up stay in spawn for like 5mins as world gen in modded 1.7.10 is horrible if the lags keep going i suggest downloading a mod for the server it self called ''admin commands toolbox'' and using the gen command to gen the world abit out:)
