They're about twice as rare as diamonds in tunnel-mining situations, they spawn 0-2 times per chunk with the biome in it, and they spawn from Y=1 to Y=32.
If you use a quarry-type mining system you'll get about 10% more emeralds than diamonds.
So don't be discouraged if you don't find them, they only spawn in single blocks, which makes them devilishly difficult to find. Honestly if you want emeralds in any actual quantity? Use villager trading!
