You can either use a Railcraft Iron Tank (see the Railcraft wiki page for how to make one of those) or just a regular old Buildcraft Tank (one block is made with 8 glass in a "furnace" recipe, stack them on top of each other to get more storage.)

or the new xycraft tank, which is dirtcheap (literally) as it's just a rigid box-structure out of any rigid material... just the valves need a bit of blue xychorium and iron. and it can store up to 16000 buckets of one liquid... (12x12x12 box, with an inner free space of 10x10x10).

as a nice extra, it can be even excavated out of normal stone.
