Big reactors and rod insertion problem

Can someone tell me what can possibly be wrong with this setup?

It's heating up too slow and never goes past 5 kRf/t mark. I tried to set rod isnertion to 99% and power output decreased to 120 Rf/t. I used the 'optimised' value of 76% from simulator and power output didn't go past 350 Rf/t. I'm playing on FTB Infinity server.

Inserting the rods slows down the reactor to lower the temperature, which helps control fuel efficiency. Not having enough fuel in the reactor or letting waste build up will also slow things down. Also, most of the variables can be altered in the configs, so there is a chance that the pack devs nerfed it in adjusting the game balance.
