Details of the issue When i try to start my server this error comes up.

Download this manually:
https://libraries.minecraft.net/net/minecraft/launchwrapper/1.12/launchwrapper-1.12.jar

And put it here:
...\libraries\net\minecraft\launchwrapper\1.12\launchwrapper-1.12.jar

If there is a 0 byte file (or any other), replace it with the fresh one.

Post new log if it still fails.
