Best suggested Spawn Protection....

Me and my friend we are building the Spawn town area which is going to be a part of a town in which we want to get the players involved in building the town by giving them land spaces to build houses.
Could you suggest the suggested plugin to do so? That protects the entire area with and option to give certain areas to players to build on?
