From the looks of it that's what it seems to be since for Lapis it gives a chance at lapis dust and it adds the recipes to the rock crusher as well.

Unless I'm mistaken (which is often the case), GT buffed / nerfed the pulverizer so that its recipes match those of the macerator, which gives 10 redstone per ore. I'd assume this is true for the lapis dust and rock crusher recipes as well. So ngt will have the non-buffed redstone recipe of 8 per ore.
