bedrock not flat

Details of the issue:
So i tried creating several new servers, by accepting the eula and then run the serverstart file.

But each time i generate a new map, bedrock isn't flat.. What am i doing wrong? :(​

tried version 1.3.1, 1.40, 1.10, and also tried setting it up via os x 10.10 but same issue, if it is an issue at all
