Is there something that can convert BC power MJ to IC2 power EU?

indirectly. you can use the magma crucible to convert mj to lava (melt netherrack for 8kmj, cobblestone for 20kmj) and then burn the lava in generators for eu. Thats all i can think of off the top of my head. I don't think theres any direct conversion methods

There is also using railcraft steam with a turbine to generate EU. PetroGen in the mindcrack pack lets you generate EU with oil and fuel. There isn't a really straight forward way to go from MJ to EU.

I don't know if the mod is in there by default, but if you have an "Engine Generator" it'll work
