Banning items for certain people on a server

Hi,

I am starting up a 20gb FTB ULTIMATE server and don't have much experience in coding so i am trying to get assistance and i need help with banning certain stuff for certain people I.e: Quarrys for higher ranks. But the problem is i don't know how to i know i have to use a plugin but i wouldn't know how to ban stuff for 1 group or 2.

Forge essentials can do that.
Tech support wasnt really the best place to put this here ^^
