I've learned that when I disable Avast! shields, FTB starts up like normal and connects to a server no problem. But with Avast! shields running, the launcher takes 30 minutes to load up and never connects to a server, always saying end of stream after a 1 minute freeze.

I initially had this problem. I set the launcher to the exclusions list of Avast! and it started up just fine. Hope it works for you as well.

How do I do that? I've gone to the firewall list and added Java platform whatever whatever (that's what popped up when I browsed and clicked ftb) but it still won't let it through.

Assuming you are using the latest version of Avast! Open the Avast! interface and go to Settings. Under the Antivirus selection you will see an EXCLUSIONS list. Click on browse and go to the launcher folder. Or you can type it in yourself if you know it. Now click OK and try to start the launcher.

I've got a similar issue, but it stops me from logging in whatsoever.
I put it in exclusions, is that all that needs to be done?

Yes. Is your version completely up to date?
Are you sure you don't have any other protection software installed?

I do.
I am currently using Commodo firewall and Avast!
I allowed the FTB .exe to connect on both, but it still is having problems.

I shall try disabling it.

EDIT: Issue persists, but I get this in the console, along with the general [IOException, minecraft servers might be down. Check @ help.mojang.com] :
