BC if I remember correctly. It can be used in conjunction with turtles or frames to quickly mine all the way to bedrock.

You're not to blame, it is pretty inferior when compared to it's elder brother. But it does have it's use and a lot of ingenious players has proven that with crossmods interaction.

The mining well (from buildcraft) although indeed pretty useless on its own can have its uses.
I have been told that in certain modpacks it is great to look for veins as they don't appear often but are huge if they do.

With other mods that can automatically place them at different locations they are a solid way to make huge automatic mining machines often referred to as "world eaters" for a very good reason.

MFR laser drill doesn't physically mine- it passively converts power into minerals, kinda like the old or UUMatter [IC2].
