I don't know, I always go straight to the infused tools without using the base thaumium one first. I doubt it will work though
 
I don't think so, considering the pick used in the infusion (not the one being infused) is destroyed in the process. But have you tried to use an anvil? Make two different picks with the desired enchants and use the anvil to combine them?
I've never tried this, but /shrug can't hurt to try.
