You could have a switch that when activated takes all pearls out, and when deactivated puts them back in,, but outherwise I'm not sure

ender pearls are required to fuel the anchor, but then again this setup I mentioned isn't the most reliable as you have to wait 12 hours per pearl and you could have to wait 6 or so hours before it switches off

Block breaker+ Wireless redstone?
Of course you would not be able to turn it back on remotely in any case. The area would no longer be loaded... :p
EDIT: Hmm you might be able to turn it back on remotely by taking advantage of something that loads the area momentarily. Like I think sending minecarts through portals might do that.

Or, isn't there Personal Anchors available? Those work the same but only functions when the linked player is on.

This is the best idea if you are on a server and don't want things to be loaded when you log off. As far as I know, all the other chunk loaders stay on all the time.

Chicken chunks loaders can have a config changed to act as personal anchors, although that may affect all loaders in the world.

Well, if you are on a server, you have no control over configs. Usually free chunk loaders like the one from Chicken chunks are not used on servers. They generally only allow personal or world anchors which cost ender pearls to keep on so people who disappear aren't keeping huge areas loaded that aren't being used.

That doesn't really make sense. If you use Chicken Chunks chunkloaders on a server you just set the setting to only chunkload when players are online(and a short timeout after). Then there is no problem with long time MIA players chunkloading large areas. And if a permanent chunkloader is needed then a server OP can always place one for you. And Chickenchunks have the amazing /chunkloaders map to easily find out who have what loaded where.

On the other hand people who are gone for long time could easily have automated the refueling of world anchors couldn't they? And if you use personal anchors then it is the same thing as Chicken chunks loaders with the config settings.

I see no difference in using Chicken chunks chunkloaders over RC anchors on a servers, other than Chicken Chunks adding a ton of useful features for the server owners to monitor and control peoples chunkloaders.

True enough I guess, but I normally think in terms of singleplayer unless other wise stated to be on a server, also as rhn said it is rather easy to automate non-personal anchors, just ender pearl farm and your set

I am not making an opinion here. I was simply stating what every server I have played on has done. I have never been on one that allowed chicken chunks chunk loaders. They all used the RC anchors. Beyond the fuel cost or the personal anchor unloading when you leave, they also have a fixed area they chunk load, unlike chicken chunks. Maybe that is the bigger reason most servers use them and limit their numbers. That way each player has a limit to how many chunks they can load since the player can't adjust the size. I never asked the server owners their reasoning, I am just guessing.

#Per player chunk limiting. Values ignored if 0.:Simply add <username>=<value>
players
{
#Forge gives everyone 12500 by default
DEFAULT=5000
#For server op's only.
OP=5000
}

....

#The maximum number of chunks per chunkloader
maxchunks=400

Ok, but whats easier. Give people a chunk loader that cost nothing to run and can give a 10 radius 361 chunk area by default so you have to mess with configs every update or give people a chunk loader that gives a 3x3 chunk without worrying about configs every time you update? On the servers I played on, you could only have a limited number of them. The amount of chunks you could load was WAY LESS than the maximum configs allow each player. I also know there were issues with Chicken chunk loaders a few patches back, which may also be why people preferred world anchors.

But none of this matter because it's all just conjecture. I don't run a server and I don't know why they choose which one to use. You can keep digging up crap all day, but you aren't adding anything to the discussion. So I am done. Use your brain and form your own opinion and then keep it to yourself because I don't care. I was trying to be helpful.
