Remote Nuclear Control Block or something like that, can't remember its exact name. Go report it on the IC2 forums, thats where the mod is located.

Ok, got it identified. It's harmless. Call off the dogs. It was just coincidence that I was looking for some sabotage device causing our server woes, and when I busted this with my pick, we shut down.

Oh, and that's JohnSmith Texture Pack, BTW.
