Problem AlternateTerrainGeneration config broken?

So I have been trying to disable oceans on my new Monster server and no matter what I do in the config/atg/biome_modifiers.cfg file, there does not seem to be any change upon map regeneration. I have tried disabling mcpc+ and running on the default jar to see if that works but that just had the same non-existent effect. Any suggestions?

Have you set the generator in the server.properties to BIOMESOP?
It is set to ATG by default, what does BIOMESOP do?
EDIT: Just realized it is for Biomes O' Plenty which is disabled by default on monster I believe. It uses Alternate Terrain Generation instead by default I thought.
Will give it a shot anyway

I'm sorry, if it was already ATG you should be good. Are y ou sure the land you going to is not already generated? Try a new temp world to see if it is generating properly there.

I have fully removed the world and had it fully regenerate multiple times on multiple different seeds, each one still has the oceans in it

Your issue may be that you're getting confused over how to use ATG. You don't change the generator setting to ATG - you can have that setting as BIOMESOP. To use ATG, you set the "level-type" setting from DEFAULT to ATG. Doing it this way means you can control terrain via ATG, but also use biome settings from Biomes O Plenty (which will allow you to disable oceans, since it has a "landmass percentage" option in one of its config files, or alternately you can just manually disable all of the ocean-like biomes).
