Allowing Tp Without op

Hey guys. I have a private mindcrack server. And in the newest version of ftb you can teleport to your waypoints. Id like to have everyone on the server to be able to use that feature. I've checked in the server config files but there was no files for the minimap. So is there a way of only allowing tp using waypoints without making them op?

you need something like fihgu's command mods or forgeessentials.
