Sorry if the question is obvious. Are you chunkloading the overworld?
 
Oh,sorry i forgot to write it...of course i do .Overworld chunk where i have tesseract and tank is loaded by spot loader and Ender thermic pump has "built-in" chunk loader right?
 
i think you dont need to make fluid duct thing to output mode, so try editing that in the overworld

Try replacing the hardened conduit with a redstone energy conduit. There have been all kinds of bugs reported with leadstone and hardened conduits.
 
Thanks guys :) i dont know which option solved it but i replaced hardened conduit with a redstone energy conduit,changed fluiduct mode and it worked :)
