What levels are the best to strip mine for all different types of resources such as copper tin gold iron redsotne and stuff like that? (a spreadsheet would be nice)

There are countless threads with this information, just search the forums. Also the wiki lists ore levels for each ore in the game.

Redstone and diamond below 15~~, copper and tin around 40-45, iron everywhere, rest are irrelevant.
