What is the bug:
The ender quarry was not chunkloading it's self in a different dimension so I used the FTB utilities mod to force chunkload the chunk in the other dimesion. Once I did this the quarry ran the entire time the server was running but there are 6 hourly restarts to clear any lag that might be there. The 6 hour mark hit and the server started to restart when it crashed. The chunkloading from the two different sources caused a server tick error which will make it impossible to load up the world without either changing settings or removing the quarry from the world.

Can it be repeated:
It can be repeated. Place a quarry that is mining in a chunk loaded area that is being forced loaded by the FTB Utilites mod.
Known Fix:
Delete the quarry in MCEdit.
