Mining Turtles are not actually craftable despite the nei recipe.

You are correct. Instead you need to put the pick into the turtles inventory and give it a lua command to equip it.

This is by design and isn't a bug.

There is also a equip command in the console, without entering lua mode. It was something like "equip 1 right" to get item from first slot.
