Summary of the problem (1.8.1) Can't craft Railcraft electric locomotive

Pack Version 1.5.3

What is the bug? The recipe for the Railcraft Electric Locomotive requires Railcraft steel gears but the only steel gears that are craftable are the thermal foundation ones and they do not work in the locomotive recipe.
