have you lowered the cost of towns on your server yet? or do you still need to play everyday and vote just to keep your town?

You don't need to play or vote everyday to sustain a town, not even close.
For starters, you get the following amount in the first five minutes of playtime:
Automatic starting money: $1000
1 Vote: $2500 (+ extras if lucky)
One-time promotional reward: $500
One-time plus one: $5000
Total: $9000
Since a town only costs $500, and upkeep is only $500/plot per day, that means you can keep your town for 17 days without logging in or doing anything at all, just from the money initially granted to you in the first 5 minutes. If all you do is vote, add 5 days of upkeep to every time you vote. That's hardly being forced to play/vote every day.
It's important to realize that voting isn't intended to be the primary source of income, it is intended to be a
baseline income and a stable way for us to inject cash into the economy. The server has a strong economy, setting up a shop can earn you up to tens of thousands per day, including days where you don't even have to log in.
The current upkeep system we have running allows us to present an economic scarcity and affix a value to the currency, which drives the server economy and keeps the marketplaces moving. Using something like grief prevention would quickly transform the marketplace into a dead husk.
