What is the bug:
when I restart the game, the hv cables disappear!! why? :C

I think they need a bit more info than that. And does it do the same thing on multiplayer? If not than its probably block lag or something client side

I'm playing on 2.2.0 and it's still a issue. It's only some not all of my hv cables disappearing.

For now, avoid putting them on chunk borders as 99% of the time that was the issue for me.

Thanks Erindalc that might be the issue I'm having. I will try and re-cable my setup to prevent crossing chunks.
