[1.6.4] Can one generate chunks or add world boundaries on a Forge server?

Hello everyone,
I'm trying to pre-generate a world for my server, so that I can run ATG while still providing acceptable performance. Is there a server-side Forge mod which can do this?

I suppose that after the world is generated, I'll want to prevent new chunks from being generated somehow.

Run MCPC+ and use the WorldBorder plugin. This can pre-generate chunks, although I haven't tested for issues with mod ores and such lately.

Thank you. Would it be safe to generate chunks using this method, and then switch back to the standard Forge server application?

I did a 5000 x 5000 block world using world borders /wb fill and the world generated fine.

If you don't want to use mcpc I believe MyTown can do this if you enable it in the config.
